Rezumat
The scenario develop of the underwater discharge on the base of experimental data of current, voltage and spectral line intensity oscillogramms analysis was suggested. There are three basic stage of discharge formation: bubble growth, quiet discharge and active form of discharge that different from previous forms by sharp pulse of intensity and large amplitude of voltage.
